ABSTRACT

Voting is a very important process in the Nigerian political system.  It is one of the means and most effective method of ensuring a legitimate government through popular participation.  To enthrone sound democracy and stability in the political system of the Enugu state a system of rig-free voting has to be put in place.

The system would among others discourage double voting, forgery or hoarding of electoral materials massive transfer of ballot papers destruction of ballot boxes, inflation of electron figures and unnecessary delay in pronouncement of election result.  This could be achieved by an on-line voting system to remove the difficult administrative tasks of the electoral body which regulated the conduct of election in Enugu state.  This basically forms the goal set to achieve in this study.

Therefore this project aims at alleviating the incidence of rigging and introduction of an organized procedure of voting which is the bana of socio-economic and political progress in Enugu state.

INTRODUCTION

The advancement made in technology over the past few years are astounding.  The computer alone has progressed at a remarkable pace, and updates are continually occurring.  Along with the progress of the computer comes the transformation of the virtual world.  The Internet is a fairly recent concept that has profoundly affected our daily lives.  As with anything new the Internet possesses various mysteries.  Research is being conducted to determine the possibilities of an on-line voting.  Internet voting opens the door to all sorts of possibilities for our state voting future.

Therefore, voting is a means of selecting or choosing leaders, it does not apply only to local government, states and federal government of Nigeria but also in different institutions and social organization.  The conduct of elections in a democratic society is very important not only because through it a change of government is effected but also because voting is the main form of political participation for most people.  For democracy to be sound, it should be anchored on election free from fraud.

Over the years, the voting operation has been put under a manual system of operation which mostly results to inaccuracy and ineffective election.  It is gradually being realized that much faster accurate, effective and efficient system is needed to be adopted.  Here on-line is to be instituted to handle voting.

ABSTRACT

The world over, it is indisputable that the introduction of computer technology in different facets of life, has virtually transformed and entranced information processing, which is very vital in any organization or parastatals of government.  Not only as a means of information processing, the technology has also proved to be the fastest means of information retrieval, which forms the nucleus of this study.

This work tries to x- ray the rate role of the computer in crime investigation as it affects the Nigerian police.  Force it looks at ways of improving the information management of the force.  This research work will cover the following areas: record information retrieval relating to MIS (Management information system), retirement Cretan for officers and crime mapping through a data bank of crime related information.

A detailed design of a computerized approach that will bring the much needed innovation is given.  Also included in this work is a praper documentation for the new system design.

ABSTRACT

INTERNET: As global connection of computers sited around the world forming huge network for information to be shared and disseminated by many millions of people has done so well in information Technology and in education so to speak. Since the introduction of Value Added Network certain events force their existence. This allows man to help him and others. Virtual classroom and Text based E-learning cannot be an exception. Oftentimes students experience a lot of difficulty in the quest for basic knowledge from higher institution of their choice, not for the fact that the person doesn’t have resources to acquire them but the risk in traveling from the said institution wherever the person might be may pose problems in order to reduce these risks, satellite campuses were established but did not solve the problem of traveling out from one’s location to the said location in quest for knowledge. In this regard, IMT competes with a lot institution, this sometimes reduce the number of students enrolment in the school. To the above listed problems the system “Virtual classroom and Text based E-learning was designed.” With this, IMT will have thousands of student in which she doesn’t provide any accommodation or any structure for and still gain much ground economically and student all over the world suffer less in having any of IMT certificate.

 

This is designed that before anybody can participated must register. Students have free registration form but lecturers must provide their staff number that tally with their surnames before they have access to registration form. One month is giving to student to pay his/her school fees after registration to remove his/her name from the database.

This will go along way increasing student’s enrollment in the institution. The system has very security conscious software that resides in the server helping no one to crack or hack the program of manipulate it except those supposed.

Having seen and observed this system as a means economic increase and of benefit to students in an unprecedented scale. Indeed, this sounds interesting to my academic pursuit in Institute of Management and Technology. Perhaps this calls for implementation.

1.0 INTRODUCTION

Virtual Classroom and text based E-learning is a system designed to help students to gain access and acquired knowledge in any university of their choice. It can include; enhanced face-to-face instruction (on-campus, in-class use of computers and the World Wide Web (www)) enhanced distance education (on or off campus individual and group learning with both print and computer based materials) instruction entirely online (individual and group learning). Because of this mix virtual Classroom and text Based E-learning knowledge is moving towards every student being an e-learner at least for part of their study, whether this be through learning materials, e-mail for contacting teachers/tutors or submitting assignments, the web for doing research, language laboratories, or any one of the myriad other e-learning applications. Online learning refers to learning and other supportive resources that are available through a computer, and includes computer-based training, web-based training, computer-based instruction, and technology-based instruction. Online learning certainly provides a variety of approaches to old ways of sharing knowledge: traditional, classroom-based education and training; support to help workers perform their jobs; and materials that share organizational information and experience. The Virtual Classroom and text based E-learning use text messages to deliver information and data. Students or e-learners will be in their computer receiving lectures as if they are in classrooms. This has gone along way helping e-learners to acquire degree in the institution they have never seen.

Most often, the printing of very important and computer reports have been stopped midway owing to some minor faults on the computer/printer system.  At times, due to the complexity of the faults some maintenance find it difficult beginning to perform detailed diagnosis due to lack of specialized equipment, some of which are available only to a few big firms due to their high cost of acquisition.

As the case may be, some of those faults may be such that will require a very fundamental knowledge of printer maintenance, making use of minor tools.  Once the actual causes are identified.

It is however worthy to not that 75% of all computer application generate documented information.  This is why it is said that had copy is the spice of information.

Computer generates printed report for adequate circulation and communication.  This underlines the importance of printers in computerized operations and environments.

Considering the increasing number of which malfunction ‘vis a vis’ while the scanty availability of maintenance experts, these is no doubt that may important and urgent reports are either frustrated permanent or produced too late to serve their purpose.  It therefore become very imperative to develop this EPSON printer troubleshooting and maintenance expert system which will guide a non-expert through step by step approach to troubleshoot and maintain his EPSON printer.

Data were collected both by interview methods and observation method.  Marketing models had developed in this research as well as marketing system.  Secondly, the study also investigates how Guinness (Nig) Plc manages the marketing information system.

Finally computer based marketing information system is suggested as a solution to more structured, efficient and effective marketing control.

This means that one could maintain a database on paper, stored in file holders that were kept in file cabinets.

That was the case before the advent of computers. File had to be pulled out of cabinets, forms filled and paper shuffled.

This project describe how all these could be done electronically. It shows how information could be stored, modified and recalled instantly and accurately.

Information on staff of the establishment of case study is maintained, reports are lodged in and more reports are generated from these.

The payroll system involves the collection of data computation of wages and salaries, preparation of pay statements and pay envelopes and analysis of pay reports. An unstipulated pay roll is complex, time consuming and boring, this is because of the inclusion of security system to forestall fraud, computation of taxes, income tax, withholding and other payroll deductions required a lot of human effort.

In the civil service commission of Enugu  state. It is the responsibility of the bursary to document payroll reports and process all salaries, allowances and related claims. In respect of senior, intermediate and junior staff in the various department. The manual method involves a high clerical task, making the whole process expensive. It takes a lot time to compute the payroll of workers. There is inaccuracy in payroll calculations hence the need for an alternative method. There is the need to introduce an effective and efficient method which will satisfactory  reduce the current problem, thus the application of computers.

Computer is an electronic machine, which is capable of solving human problem at a fantastic speed. It makes use of institution called program and produce fast retrieval of data, speed in processing and less human intervention. Its application in the payroll computation has eliminated the tedious task in calculation of payroll.

Nowadays, payroll system in large companies and institutions of higher learning are computerized, with a correct program and information regarding salary, hours or days worked, payroll computation can be realized. This is the main purpose of the project.

In the development of the software, visual basic programming language was used due to its support for all the features desired.  A brief user’s guide is also provided.  The end result is a software that is very effective and efficient in meeting its objectives and at the same time user friendly.

Its applications ranges from automating devices in most offices where most tasks are highly automated to on-line computer control of industrial and commercial process for which this project is concerned.

The computer therefore presents a great opportunity to develop system more economically not simply because the availability of methodology and theories that could not previously be economically justified, among these numerous applications of the computer is it’s use in controlling and monitoring traffic, this is reality a very expensive application because it has several features to utilize in the design.

The main reason for embarking on this project is because it is noteworthy that traffic system in ESUT-IMT Road Junction is very poor which results in traffic jams and most of which cause automobile accident within this junction due to congestion among road users with the increasing population and consequent increase in economic activities. However it is noteworthy to note that urban traffic jams are not limited to developing countries alone, but other developed countries still experience the same problem given the nature of their road network.

The reason as stated above for the problems being encountered for non-application of computer in the monitoring and controlling of the junction is enough to automate the traffic control system using it as the best alternative to direct the flow of traffic effectively and efficiently.

 

1.1       STATEMENT OF THE PROBLEM

            The reason for embarking on this particular project is due to the fact that traffic jam is a problem within this T-junction because it has caused most of the automobile accidents and mishaps. This problem could also be attributed to the mistakes made by traffic policemen who might suddenly stop a line in order to give preference to some class of individuals and therefore pass wrong line or road. Since there is also on increasing population made up of students of the two higher institutions as well as the economic activities, road users experience what can be called ‘a diary ordeal’ as most of their time is spent on the road as a result of congestion cause holdups. This situation affects mainly ESUT and IMT students and lecturers, as they are the major users of this T-junction.

 

1.2       PURPOSE OF THE STUDY

            I decided to embark on this project owing to the need and importance of an automated control system to stop the above-mentioned problems and which also can help to avert avoidable road mishaps in this kind of junction.

ABSTRACT
This work started with an extensive literary research in an attempt to find out facts about the Admission processing system in conjunction with the functions of the computer equipment. This led to probing the history of National universities commission, which provides the guidelines for the system, and also that of the computer machine, its development up to the point where this aid of the equipment in different techniques were made. The computer-equipment-aids aid the planning system(s) procedures with due reference to its mode of Operation and its procedural functions were discussed, computer software’s of high flexibility was deviced to execute network analysis, using D-BASE. Computer based planning information system is the name of this software package. Modular program design approach, D-BASE coding structures etc, were used to program development. It features an elaborate software package that is designed to simplify matters for the user by assisting him and providing information for decision making. This package accepts, stores and displays strings of symbols that are grouped in various ways.

An organisation cannot function without computer (information), hence information system is to the organisation as what the nervous system is to the body. A lack of information (for good information) may seriously impair the effectiveness of an organisation. This work is in the area of projection of Computerized Admission Processing System being one of the functions of the academic programme activity unit that cannot be easily done as fast as computer system.

The Madonna University Admission processing system of the planning directorate was used as a model.

Managing information (data, files) generated were used for project control. This involves information gathering and data analysis on viz;

(a) University organigrams;

(b) Schedule of duties of the concerned units.

1.1 HISTORICAL BACKGROUND OF STUDY

Since 1879 AD, Computer has been making life easy for people especially in areas of data processing.

The world of computer is basically a friendly one, and no special credential is needed to become part of it. While it’s true that modern computer systems involve complex technologies and theories, their use is becoming easier all the time. Computers have a general-purpose nature which makes them endless versatile. They can be applied to a wide range of activities, and increasingly their tasks have an intelligent nature. Today, computers can compose tunes and write songs; they can write short stories and poems; they can outstand human games-players, physicians, mathematicians and chemical analysis; and they are used libraries and institutions.

In its broadest meaning, a computer is an electronic device which has the ability to accept data (input) from an input device, process it in accordance with a pre-defined program to produce a useful result (output) which is finally transferred to an output device. It can store processed information. We use the computer mainly for speed, accuracy and volume. Computers can perform millions of calculations in one second. In fact, some computers can perform more operations in one hour than we could perform in a life time using pencil and paper, it operates at electronic speed. Another useful feature of the computer is its ability to produce accurate results. Computer is capable of storing large amount of data and handles large amount of work.

Today, computers are used in different specification (areas). In Nigerian, and in our high institutions one of such institutions is Madonna University Okija in Anambra State. The university was established in 1998. It is owned and controlled by Revered Fr. Emmanuel Edeh.

The university is located on a piece of land about one and half kilometers off Okija Main-Market, along Onitsha Express Road.

Currently, the university admitted up to ten thousand students. The institution has employment capacity of five hundred, which is composed of senior, and junior lectures both Professors, BSc, B.Tech and MSc holders most of them are God fearing lecturer.

It is estimated that the university produce about One thousand graduates yearly.

In 2002, the university was awarded from National Universities Commission –Abuja due to their work well doing. The institution was awarded with overall certificate and five million naira.

In the year 2003, the overall students population stood at about five thousands students. Recently, the statistical number of students in Madonna University Okija-is Seven thousand students.

The design phase was carried out after some relevant feasibility studies and followed by detailed investigative studies of the Madonna University Okija- Anambara admission processing system.

Kid game is as old as man. The need arises when man needs to keep his children busy as to get fewer disturbance form them and to get them positively occupied. Some kids discover some game on their own.

List of some games played by kids in Africa are presented below. Games for kids in the old times range form selection and throwing of pebbles from the ground. The pebbles the kid collect from the ground is in the form of (N+1). At each throw of a selected pebble. “N” represents the number of pebble through to the total number of the pebbles. Most often “N” is usually seven pebbles. When a player cannot catch up to the (N+1) Pebble increment, the other player plays. The first to collect all the pebbles wins the game.

They also play a game called “IKODU”. It is made up of a board with eight holes on it, arranged as  matrix of four by two. About six to eight pebbles at the extreme opposite holes. The first player picks all the pebbles at his side and drops one at each hole. When the player wins a set of four pebbles rounds again. The player wins a set of four pebbles. If the last pebble dropped at the hole makes it four. A player stops playing when the last pebble is the only one at a hole.

At the end, the player that has the greater number of pebbles wins the game.

They also play universal game like the “hide and seek”. A number of children go into hiding and one looks for the rest of them. Anyone he finds out first will be the one to looks for the others. The winner is usually the kid with less number of times he looked for the other kids.

  Outside the boundaries of African kids play games like the “snake and ladder”. The players moves up the ladder drawn on a board at the outcome of a die. Obstacles are placed at strategic locations on the ladder, which throws a player some steps backwards. The winner of the game is the one who gets at the top of the ladder first. Anagram is another game for the kids, where they can rearrange the letters of a word or phrase to form other word or phrase. This project will be treating the anagram word game.

          The project work deals on computer based planning information system for the projection of student’s enrolment in universities with reference to Enugu State University of Science and Technology Enugu (ESUT). They deals with the system whereby the planning directorate of the university functions with computer bias. The objectives of the National Universities Commission, which was established in 1930’s by the Federal Republic of Nigeria in Sokoto, is to offer qualitative education for every Nigerian child of school, growing age and reducing the incidence of unqualified universities. It is to cater for those who for some reasons, dropout of Education through complimentary approaches and ensure the acquisition of appropriate levels of literacy. The main target of the NUC programme in the Nigerian Universities which is very relevant for a good education background of students. The universities education system (UES) has a uniform procedure for registration and admission of qualified students as enumerated by the National universities Commission which is the aim of this work to look into the manual method of admission and registration to observe its attendant problems which will serve as basks for computerization of the registration system.

This simple description has spawned a broad ambry of institutional arrangements, ranging from contractual saving schemes as conceptualized under the National Housing policy vis-à-vis the National Housing fund (NHF) scheme, to depository institutions specializing in mortgage finance as we now have in primary mortgage institution (PMI), to the issuance, sale and trading of mortgage backed securities (MBS) the ultimate aim of the housing finance system. All of these arrangements are now being orated or evolved in this country with the same purpose in mind to channel funds from savers to borrowers in the question of private sector participation in the housing delivery system was opened up by the National Housing policy. The National a Housing Policy (NHP) was launched in 1991, mainly to create a conducive environment for a sustainable housing delivery system as well as to encourage private entrepreneurial imitative in housing development. The policy opens up a partnership between government and private sector in working towards an effective housing delivery system.

The emergence of privately owned PMTs followed the promulgation of the mortgage institutions decree No 53 of 1989, which provided the legal framework for the establishment of such institution. PMTs are expected to fulfill a purpose: to provide a safe and convenient means of saving for the general public, and to a limited intent for various corporate and unincorporated bodies and to use those finance to make loans on mortgages primary to those who wish to buy or build their own homes PMTs have been in the Nigeria financial system for almost a decade.

Housing finance which is the cent replace of the policy document, has a two tier arrangement with the federal Mortgage bank of Nigeria (FMBN) as the a pex-mortgage institution on one hand and the multiplication of primary mortgage institution (PMI) on the other hand. FNBN is charged with the responsibility of managing and administering the National Housing Fund (NHF), among others. The NHF has the objective of ensuring continuous flow of financial resources into housing development.
