AN INVESTIGATION INTO THE STRATEGIES FOR IMPROVING MANAGEMENT/STAFF RELATIONSHIP IN TERTIARY INSTITUTIONS. A RESEARCH PROJECT MATERIAL ON OFFICE TECHNOLOGY

ABSTRACT

It is no longer news that the standard of education in Nigeria has drastically fallen. Different methods and approaches have been adopted severally to savage the situation, but it has yielded no particular positive result. Bad teaching method, poor reading habits, poverty, ill-equipped laboratories and libraries, are among the claims put by scholars that had caused that standard of education in Nigeria. This paper examines the need to enhance the learning and teaching process in tertiary education through balance student-staff and student–student relationship to achieve a sustainable tertiary education system that will produce optimal results thereby salvaging the falling standard of education in Nigeria.

INTRODUCTION

Background of the Study

‘‘In view of the central nature of staff relationship, and the almost universal assumption that institution benefits management staff, and the importance of scholarship, it is perhaps surprising how relatively few institution have specific policies in place to either monitor or to develop and maximize these beneficial synergies’’, (J.M consulting 200, p.16).

Academic leaders and managers need to understand the conditions likely to facilitate links between management staff of an institution and the relationship existing within them (member of staff) and those that inhibit connections and seek to compartmentalize academic activities (Locke, 2004, pp. 108)

This publication seeks to support institutional policy- makers to enable their institutions to maintain a cordial relationship between the members of staff and discipline – based scholarship more effectively. The focus however, is on supporting the relationships between staff and the inter-relationship among member of staff a higher institution of learning with respect to policies and practices.

In terms of the work of the higher education academy, we seek to support its strategic aim of working with institutions in their strategies for improving the students learning experience’’ (higher education and academy, 2005a.) and to ensure that the advice is based on research evidence. Ultimately, the central issue that national system and institution hade decide is ‘’what is distinctive about higher education?’’ however, what is distinctive about higher education is supporting student and the wider society understanding of the complexities of the worlds in which we live

CHAPTER ONE

INTRODUCTION

An office cannot effectively function without secretary. A secretary is very important in every organization. Secretary is the pillar of every organization. The objectives of an organization can hardly be achieved if a secretary is not employed. The success or failure of any organization depends on the secretary. The impression the secretary creates influence the attitude of the public towards the organization. Every secretary must be able to handle office equipment such as typewriter, converting hand written materials into printed forms mail room equipment, dispatch and receive of mails telephone instrument for communication purposes and the computer, a powerful equipment which renders itself to various uses. All these activities and many others not described here from the duties attributable to confidential secretaries.

Therefore, before appraising the major roles confidential secretaries play in the civil service of Anambra State. Let us have a brief concept of which a secretary means. Confidential secretary has been defined in various ways.

A confidential secretary is an assistance to an executive possessing a mastery of the office, the person must demonstrate the ability to accept responsibility without direct supervision assigned direction.

A mere servant, his position is that he has to do what he is told and no person can assume he has any authority to represent anything at all.

The above definition was made when the education status of secretaries has not been enhanced and their duties not clearly identified. As time goes on the positive of confidential secretaries has started to experience what can be termed as modification is occasioned by technological development, which afforded advancement in secretarial field. Many scholars and association formulated a coherent definition of secretary. Homby (1942) in his dictionary identified a secretary as: An employee in an office who deals with correspondence, keeps records, make arrangement and appointment for a particular member of the staff and usually called private secretary.

The importance of a secretary and his work in any organisation cannot be overemphasized he is the gateway of every employer as he is the first person to be seen.

According to Unwin (1982) a secretary is an ambassador of an organization, more often. He is the first person whom customer or members of the general public come in contact. A secretary is also a person to speak than on the telephone, and first impressions are important, therefore, the secretary has the responsibility of representing the organization.

INTRODUCTION

1.1    BACKGROUND OF THE STUDY

There is no doubt that in many organizations be it private or public sectors, secretaries and computer operators are mistakenly ignored or misunderstood to mean the same thing. However, earlier the role of a secretary was limited to notes from their heads, typing and storing information. Perhaps with the advent of technology in companies and offices, secretarial duties have extended to things that were meant for the professional and managerial staffs. The secretary that organizations are seeking in today’s time should not only have clerical skills and administrative skill alone but also cooperate governance, security laws, and capital market.

As it is today technology has affected every aspect of secretarial work from the organization of document, sorting and storing of document.

Aku (2004) informs that the basic secretarial functions of collecting, transferring, processing and transmission of information allows themselves to computerization. Consequently, the most works carried out by the professional secretary in the office are now being handled more speedily and in a better way with the use of computer.

Hill (2004), A secretary is someone who receives executive and company officials, clerical duties and keep personal records, read and sort, organize incoming mails, make and answer phone calls.

Assessing the performance of professional secretaries and computer operators requires proper check and change to ascertain he caliber of each.

Performance as define by Wynel (2010) as a systematic description of job relevant strength and weaknesses within and between employees. Which also means that performance evaluation is a review of the employee’s performance based on the agreed objectives. As performance determines output in an organization, the output of a secretary can be observed from the duty performed and how specialized one is in his or her functions.

The computer operators who obtains diploma or certificate course in computer training is mistaken for secretaries as there are minor similarities in their duties which are typing of documents, receiving and sending of mails, which are temporary duties performed by the computer operators.

According to Suleiman (2000), a computer operator is someone who requires the knowledge and practice of computer appreciation and operations, he is only knowledgeable in operation of the computer and how to manipulate it. Most people lack the typing skills as well as the techniques for standard production of  documents.

Abstract

We live in a digital world in which the amount of information available for human consumption doubles every three years. As information users we expect reliable information at our fingertips, continual connection to people wherever they are, and equipment that fits into a top pocket. Whether we are consumers, clients, students, professors, employees or managers, we expect the digital world to work for us. The concept of information overload is not new, but with the continued growth of digital technology and the plethora of tools and channels for digital communication, the challenge of managing all that information is not getting smaller, and it is increasingly everyone’s responsibility to deal with it.

Todays office business, professional or Government is in a state of change. This change is reflected in the office structure and office positions from entry level to Executive Office Manager Level. Hence attention is now given to what the office does and the way in which office activities can be accomplished in an efficient and an effective way an office manager is responsible for the smooth operation of the day-to-day business of the company, a good office manager makes it possible for other people to function efficiently. Office managers work closely with the company partners, owner, or president to meet their company’s staffing, equipment, and organizational needs. Duties may include pricing products from vendors, interviewing job applicants, managing payroll, and reimbursing members of the firm for out-of-pocket business expenses, and so the need for information technology had to come into play as information technology has replaced the traditional equipment used by an office manager to perform his tasks.
Montgomerie (2004), defines information technology as the handling of vocal, pictorial, textual and numerical Information by means of micro-electronic based equipment in computing and telecommunication. This clearly brings about the advantages of information delivery through technological means, since almost all aspects of office work can adequately be taken care of. Aronu (2000) defines Information Technology as the combination of two technologies, computing and the main purpose of which is to transmit representation of information signals between remote locations. The concept of “core competence” has been defined and studied at the organizational level in the management literature as well as in information systems, as exemplified Sambamurthy and Zmud’s work on managerial IT competence. These latter authors state that such competency enables an organization “to effectively acquire, deploy and leverage its IT investments in pursuit of business strategies and in support of business activities” and helps fulfill the objective of aligning IT strategies and business strategies.

ABSTRACT

This study is aimed at investigating the impact of the internet software packages to the modern secretary with particular emphasis on three selected organization in Kaduna Metropolis. Four research questions were presented out of the objectives and established for the study. A review of related literature was embarked upon. The population and sample size of the study was 120, the instrument used for the collection of data was the questionnaire and researchers observation. The question was designed for secretaries, executives and subordinate. A total of 120 copies of questionnaires were administered to the respondents and all the copies were returned for the analysis, four research questions were formulated to generate answer. Based on the data analyzed the findings, it was stated that the internet helps secretary to perform his/her function and duty effectively and efficiently in an organization.

Since the beginning of writing language, societies have performed the administrative functions that today are called office work. Business transaction have been recorded, there has been writing oral communication, information has been stored and retrieved, calculations have performed, decisions have been made.
The arrival of new technology changed the way these were performed. The invention of paper link and movable typewriter, a variety of mechanical and electrical devices had an impact. The typewriter and photocopying machine change written communication, and the early business computer changed how certain high-volume transactions were handled.
Despite the change they brought, none of these technologies fundamentally altered labour intensive character of office procedures and improved productivity yet typing continued to be highly labour intensive until automation typewriters and later, word processor were introduced.
Most offices now have an amazing array of electronic equipment, fax machine, mobile telephone and all manners of advanced telecommunication method combine to make communication very fast and very simple. Technology advances at an incredible speed, challenging the traditional roles in an organization.
In many ways the job is much easier. There is no pains tricking, retyping of letter and documents, when the boss changes his mind over a word; the word processor has provided the means of work to be changed quickly. It is far quicker to send a fax or an electronic message halfway across the world, knowing that it will arrive instantaneously without subjection to the vagaries of the mail.
These advanced technologies require set of skills and different secretaries have to understand computers, how they functions and how to make the best of them for efficiency and job satisfaction. The role of the secretary has expanded dramatically over the past twenty years as the technological evolution has made its impacts on the office and environment. With the advent of the electronic office and the changes it brings, today’s Secretary needs to be a centre on technology. Traditional duties have been enhance, the job has developed into a key role in the organization and the secretary now holds valuable position.

The researcher realized that the office work and efficiency profession will continue to lose its vitality in producing famous and contemporizes professionals in the labour market if the training of modern secretaries does not met up with the challenges ahead.
In other words, the secretary cannot perform effectively, if not expose to the increasing technological advancement in Nigeria as follow: Performance may be impacted by vague expectations, barriers to access, medical conditions personal circumstances or job dissatisfaction. ABSTRACT
This study tends to evaluate the guidance and counseling programme in some selected secondary school in Loko Development Area inspectorate. A questionnaire containing eight (8) items was administered to 200 students and 15 counselors, total of 215 respondents was used for this study. 5 research question and forty (40) assumptions were formulated and answered and tested respectively using simple percentage statistical tool. The study revealed that guidance and counseling programme has made positive impact in the life of the student with (77.3%) agree as most of the counselors organized career week treated them like mothers and fathers and for all advice and assisted them for career choice on what they will become in future through subject choice (with 54.1%) even though time for counseling is inadequate with other problem that may not be avoided, the researcher recommended that adequate measures should be made for the provision of professional and trained counselors with good enabling environment for them to work.

The Remote environment means the outside environment of the secretary’s office or building that has a negative effect such as, ventilation, noise, temperature, over crowding, cleanliness, lighting, attitude of office colleagues etc. It is therefore, a prime importance for employers to make environment as conducive as possible for the secretary’s higher productivity which is ultimate goal of any employer. Creating selection, arrangement, and use of sample physical surrounding chairs, tables, storage, lighting, decorating and other physical element that comprises your personal office are mans of enhancing competences as well as the image of an organization.
In the light of above this research will focuses on the effects of environment on secretary’s productivity, it will look at some of the areas like poor ventilation, lighting, cleanliness, internal noise, heating all these are factors that can affect the productivity of working secretary in an office environment.

To determine the extend which the environment factors such as noise, ventilation, lack of enough space in the office and equipment can hinder the performance of secretary in an organization.

            In order to achieve a maximum output or productivity, employers in any organization should, as a matter of policy and necessity, motivate their staff.  Motivation of staff is a highly relative matter since it varies in degrees, dimensions and places of employment.  Thus, the policies formulated in any organization cannot be enthusiastically and successful implemented when the employees are very apathetic with the conditions prevailing in their workplace.  Hence, lack of motivation of employees in any organization is since qua non to the failures in the achievement of the desired or designed goals or objectives.

            In employment, two parties are involved, which are their skills, and the other part with money.  The imbalance of skills, and the other part with their money.  The imbalance of this therefore could result in job dissatisfaction which may lead to resignation and low performance of some workers.
Employees have attitudes about many aspects of their jobs, their careers, and their organizations; however, the most focal employee attitude is job satisfaction. Looking at a group of people performing the same job for same time, we cannot but observe that some people do it better than the others.  One will want to know the factors that account for these differences in performance.

ABSTRACT
              Our society is dynamic and not static. It is a living organism. The development of filing system has assisted and greatly affected the keeping of record. It is against this background that the research has chosen the topic” Impact of an effective filling system in an organization” (A case study of Zartech Nigeria Limited, Ibadan).
              The introductory aspect of this research will highlight the effective filing system. It is expected that the research work will consist the manager staff and readers in the proper manner of keeping their records. Also it is aimed at analyzing the various steps to be used in filing documents. However, in this course of this research, necessary literature would be consulted and paragraph.
              The project has been made to examine the impact of effective filing system in an organization.
The researcher elaborates ways through the administration of using sampling techniques to respondents such as filing clerks.
              The testing of hypotenuses was duly carried out, as many revelations were made through the response of the respondents.
               Based on my research, some conclusions were made which will hopefully improve to a great extent of the “Impact of Effective Filing system in an organization”.

1.0               INTRODUCTION                 
Business organization in the world cannot survive without keeping its record without proper record is essential for the continued existence and successful operation of the organization. In today’s business, important decisions and policies are based upon the availability and up-to-date information through proper and effective filing of documents.
           The risks are too great for the executive decisions to be based upon hear-say or rumors therefore, a business man cannot hope to remain in a field that is competitive without a comprehensive and sufficient information system.
           A sole business has little need for filing as the information is either booked or recorded in his mind. However, as the business grows into partnership into public limited company, there will be increase on the volume of paper. The modern office is defined with various documents in forms of letter, sales of bulletin orders, way bills, wages record, delivery note, remittance, cheque, statements of account, or received from credited customers and governments’ agencies. Most of these records may be requiring in future for references.
            If these records are not properly kept, it may be difficult to get them when they are needed for any action.
             As every organization received and sent out great deals of correspondence every day, these documents are kept where they can be in the future through the process of filing. Communities of modern days rely greatly on filing.  It is important for business, social clubs or activities government.

ABSTRACT
This project work is aimed at examining the training secretaries as an effective tool in information and Communication Technology in every organization.
Training can simply be defined as the ability to achieve a particular skill or knowledge to do a particular job, while information and communication technology on the other hand is the study of use of electronic equipment for storing or analysis information. It is the bedrock for national survival and development of rapidly changing global environment. The prospective and present secretaries should be given training within and outside the country and adequate financial support should be given to them in the course of their training.
CHAPTER ONE
1.0       INTRODUCTION
            The vital role of training secretaries in an organization and its effect on Information and Communication Technology cannot be over-emphasized.
It is importance for organization to create an easily adapted  labour force in this time of technological changes by systematic training so long as secretaries are used to obtain organization goals, they should be given proper training as an effective tool in information and communication in order to make them productive.
            The fundamental goal of any personnel policy is to obtain maximum utilization with the firm of the potential ability to each individual worker. To achieve this goal, a sound training in this information and communication technology programme is mandatory.
            With this goal in mind, the training manager with the assistance of heads of other departments should plan the training on information and communication technology programmed for categories of secretaries. Individual acquire one type of training or the other right from the beginning the first training which a child receives is from the parent, the society and formal education setting.
            Training is to help employees to contribute their maximum usefulness to the firm at the shortest possible time, so it is something that is done once for new employee, it should be a continuous process in every organization and in the life of every individuals.

CHAPTER ONE
INTRODUCTION
1.1 BACKGROUND OF THE STUDY
Government owned establishments of the Polytechnic, Ibadan which government established in order to carry out special task for the welfare of the student. These tasks cannot be carried out by private individuals or people due to their nature, their financial involvement and the effectiveness of its services. It can be owned by state government. Some of the organization owned establishment are the secretaries success books contains the core skills needed by any secretary seeking promotion or a move into management, the important outhired represent most demand courses in training programs run by the author. In the past mine years, these courses have been delivering from over 200 of the top United Kingdom (U.R) the international organisation. The courses have addressed the real world problems and issues of the modern secretary. Exit report from those course have been 100 present, positive.
According to (Hornby 1984) given by National Secretaries Association (1988) a secretary is an executive assistant who possess a mastery of office skills who demonstrates the ability to assume responsibility without direct supervision, who exercise initiative and judgement and makes decision within the scope of an assigned authority. From this definition, one can see that secretaries perform a lot of responsibility in any organization or establishment can perform, well on the absent of secretary who want to:
· Make more of their jobs
· Acquire skills that will take them into executive secretaries.
The Professional comes in section.
· Communication skills
According to EEAMOR (1980) defines secretary as; a complex activity requiring knowledge, experience and social skills, which need continually to be developed. This definition suggests that a modern secretary are knowledgeable in an organization.
The most successful skills for meeting: minutes and agendas. The word secretary can be described in different and many ways.
According to Oxford advanced learners dictionary it is a person who works in an office, working for another person, dealing with correspondences, incoming and outgoing mails, telephone, typing document, keeping records and arranging meeting with people and dealing with external letters.

1.2 THE STATEMENT OF THE PROBLEM
Advancement cannot be over emphasized. Hence, to build a solid foundation of the secretaries in an organization. It has been observed over so many years, that secretary is very important in an organization, particularly for running an organization for making the organization more valuable, but it has not been encouraging. It is therefore pertinent to critically examine those qualities of a secretary in an organization.
The institution of any nation has the legitimate responsibility of providing certain essential services for the welfare of all her subjects that sometimes, government hijacks the provision of exploitation of the masses, thus, the rational for the establishment of certain government owned corporation. These establishments are known to have seen rendering certain services to people. At time, the quality of their services are badly criticized.
The problem is that it has not been known if secretaries in those establishments do contribute at all towards the improvement of the quality of services which their organization render to the establishments appreciate the duties of secretaries.
Hence, the research work determined in dept the impact of secretaries in Nigerian labour market in the Polytechnic Ibadan should, however be placed on main campus.

ABSTRACT
This research project was carried out using The Polytechnic Ibadan, Adeseun Ogundoyin Campus, Eruwa as a case study.
Categories of Secretaries and HOD/HOU were used to gather information on the above topic. Questionnaire and interviews were methodology adopted.
It was discovered that training played a major impact on the Job performance of Secretaries, but it is not is isolation as other factors also contributed to the performance of Secretaries.
It was recommended among other terms that student and secretaries should make use of all available training facilities at their disposal.
In conclusion, Improvement of Secretarial Professional Ethics on Job Performance cannot be overemphasized in other to make the professional a noble one.

Ethics is the systematic study of the norms of human behavior. It is the discipline which studies the moralities of human conduct and the principle of moral behavior.
It relates to character and conduct in terms of the distinction between knowing what is right from those things that are wrong. Equally, ethics contributes the principle by which people can live together successfully in a sustainable society. Omole (2002) says Ethics is the shared normative values which any society holds dearly and are used to judge the behavior or performance of any member of that society. It set out the minimum acceptable behavior which any member should attain to be regarded as a good ambassador of the society.
Ethics is more difficult to enforce than law as in other profession, it is also better to allow the individual practitioners conscience to be his or her guide and judge. The secretary like their typist sp, indulges in so many inethical acts because of money and some other vices.
Jereny Benthan (1848-1932) and John Staff Mills (1870-1931) concluded by saying “for one to be morally upright virtuous or his action to be morally justified, he should bring about great amount of happiness to quite a lot of people.
There are certain actions which human beings will condemn as morally wrong. The society at large frowns, at embezzlement, rogues, adulterers, liars etc and they are said to be involved in immoral actions. However, actions like hospitality, respect for human life, honesty and trustfulness are regarded as moral actions.

ABSTRACT
From time immemorial, communication has been the means whereby living things pass information or correspondence to one another.
In this project, an attempt has been made to give concisely, the essentials of good communication, though, it is hoped that the main purpose in writer’s mind on this topic is to enlighten people in the approach of communication that produce more reaction and better response to the message. The importance of communication to the secretary is to be conscious of the vital importance of communication to the desired message in appropriate form.
In other words, secretaries are needed in every type of organisation or office in carrying out responsibilities. One of these responsibilities is the use of effective communication in the organisation; there would not be an abundant flow of information for decision making. Further more, if a form of communication is being used correctly, there should be a desirable feedback. However, when there is a breakdown or any interference in communication, the communication tend to be in effective. For any management to function and succeed in their undertakings there must be a competent secretary with good qualities who is able to make an effective and efficient use of communication.
The function of a secretary under life’s process, because of the need of the effective communication. Management spend their time to make sure that any secretary employed on a well organisation should at least know much about communication process so much so that a manager’s effectiveness cannot be improved without the knowledge of his secretary.

ABSTRACT
This is a study on “Effect of Unemployment in Our Society; (Case Study of Ibadan South West Local Government, Ring Road Ibadan).  Questionnaires were the instruments used for the study out of 10 questionnaires distributed, 4 were discovered and administered among the sampled people and institutions in Ibarapa.
Completely randomized design was used to validate the operational hypothesis of the study.
The result of the four hypotheses shows the effects of unemployment on the society.   It shows that people should not rely on the idea of white-collar job, rather they should be employed the 6-3-3-4 system of education should also be adopted to reduce the rate of unemployment.  Government should also help the rate of unemployment to reduce the rate of unemployment in the society.

The appropriate precise definition given to the term “unemployment” varies from one country to the other.  This is in relation to the changing context of government and private programmes within such country.  In other words, it is a situation whereby a person who is willing to work and permitted by law to do so at a specific period of time and he/she is not employed.

This project work examines “The Effects of Modern Technologies on the Development of Secretarial Practice”, as carried out tends to give us a diversified analysis as to the impact of modern technologies.

ABSTRACT
This study will give the researcher the opportunity to explore all available, accurate and relevant facts about the topic and get something presentable through the knowledge of the course.
Chapter One will concentrate an introductory, historical background of case study and this led to choosing UNITED BANK FOR AFRICA PLC, LAGOS as a case study the scope of study.
Chapter Two concentrates on the literature review, meaning of Word Processing, Duties of Word Processing Operation and Benefit of Word Processing to secretarial practices.
In Chapter Three of this project is a critical analysis of the Research Methodology with a source of Data Collection and Questionnaire to the case study United Bank for Africa Plc, Lagos.
The result of the research analysis and data finding occupied the fourth chapter.
Finally, chapter five rounded off the project gives useful summary, conclusion and recommendation of Word Processing in secretarial practices.

The secretarial profession is a very dynamic profession.  This is so because every organisation needs a secretary, but the yardsticks for judging quality of its secretarial service is quite different.
The quality of training, and on-the-job performance of secretaries are therefore of great concern to both the teachers and employers.
Since a secretary has a lot to do in an organisation, as far as taking dictation, writing of correspondence, keeping of records, then, there is need to employ Word Processing in order to enhance effectiveness and efficiency in any organisation.
The justification for introducing a Word Processing lies chiefly on the low productivity of the ordinary secretary, faced with the repetitiveness of much typing work.  Many items like price lists have to be updated continually (especially in inflationary times), the retyping of such documents is boring and even in a good secretary become disgruntled, lengthy and difficult reports may have to be retyped because of spelling or punctuation errors.  Clearly, there is a great need to improve this level of important.

ABSTRACT
The aim of this research project was to find out the motivation and communication process in an organisation.
The study was carried out using International Institute of Tropical Agriculture (I.I.T.A.), Ibadan, Oyo State, Nigeria as case study.  The researcher is promoted to know if activation and communication can work in isolation.
To be able to do this successfully, five research questions were drawn up to find out the opinion of the employees/staff of I.I.T.A.
The researcher made use of questionnaire method.  Questionnaires were administered to employees of I.I.T.A.  Twenty one were returned.
The method of collecting and analysing the data was table and percentage to determine the result.
The result showed that motivation and communication process in an organisation will increase the output of the organisation and they will have the opportunity of achieving their aims and objectives.
Therefore, motivation and proper communication have contributed immensely to the development of the organisation and also motivation and communication cannot work in isolation.

1.0       INTRODUCTION

A well-defined job will make the job interesting and satisfying for the employee. The result is increased performance and productivity. If a job fails to appear compelling or interesting and leads to employee dissatisfaction, it means the job has to be redesigned based upon the feedback from the employees’ Some advantages of job enlargement are a variety of skills, improves earning capacity, and wide range of activities. Variety of skills-Job enlargement helps the organization to improve and increase the skills of the employee due to organization as well as the individual benefit. Improves earning capacity-with all the new activities a person learns from job enlargement, they are able to try to get a better salary when they apply for a new job. Wide range of activities-Employees are able to learn more activities which can help a company save money by reducing the number of employees they have. However results have shown that this process can see its effects diminish after a period of time, as even the enlarged job role become the mundane, this in turn can lead to similar levels of demotivation and job dissatisfaction at the expense of increased training levels and costs. The continual enlargement of a job over time is also known as ‘job creep,’ which can lead to an unmanageable workload.

Business organization exist because they have goals to attain. It is through people that organizational goals are achieved. In fact people are the most important assets of any organization. Their performance determined the success or failure of an organization. It is the concern of management that workers carry out their task effectively. Therefore the human factor must be managed properly for positive impact on productivity by provision of a goal. Job design is the way job are structured, designed or tailored towards achievement of organizational goals. Organizations needs job designed that will enhance their performance and help them achieve their self-esteem. Job design is important to an organization because the way job are structured designed or coordinated has direct and significant impact on the performance of the organization. Job design concerns the content functions and relationships of jobs that are directed towards the accomplishment of organizational purpose and satisfaction of the personal needs of the individual’s job holders. This also showed that a secretary needs a good job design that will help her to enhance her potentials as well as help in accomplishing organizational goals. According to Onasanya (1990), stated that the secretary is an important officer in any establishment. The contributions and effectiveness of a secretary can either enhance or diminish the efficiency of an organization. He also stated that the title secretary may either refer to a chief administrator of an organization or to a person who performs the functions of organizing and recording the proceedings of a meeting
