ABSTRACT
This research study is focused on biometric information management system using National Population Commission, Uyo as a case study. This study aimed at developing biometric information management system, using National Population Commission, Uyo. The objectives of the study are to design a system that will keep information of population record in Biometric System, to create a system that will present a high storage database mechanism for National Population Commission and to design a system that will ensure an advanced technology in security, risk management, reduced cost etc. The significant of the study is to look into development of a computerized method to meet up with the present day organizational needs, and the research will analyze the existing pin/password method of information access in National Population Commission, Uyo where staff access information with the use of password and to develop a biometric information security system. The research methodology used is systematic methodology and the programming language used for the development of the system is Visual Basic.NET, and MS Access as database.

INTRODUCTION
- Introduction
This chapter introduces the Biometric Information Management System. It discusses the problem statement, aim and objectives, significance of the study, scope of the study, organization of the study as well as definition of terms.
1.1 Background of the Study
Human learned how to input correctly into a machine to recognize, store, process, and give out information as a result. This basic invention opened up a whole new world of technology. At the peak of the technology stand the “computer”. It can be programmed to keep in mind a complex set of process, the ability of the computer to handle large volume of high speed data, complex calculation of a higher degree of accuracy has made it a tool in almost all human endeavors such as security, Information security, banking defense to mention but a few.
Establishing the identity of a person has become critical in our vastly interconnected society. Questions like” is she really the right source to the program? Or is this person authorized to use or access the information stored in the computer? The need for reliable user authentication techniques has increased in the wake of heightened concerns about security and rapid advancement in networking information sharing and security.
