ABSTRACT
There is very little information in the literature as to what an accident „hotspot‟ is and how it is defined spatially and numerically. This lack of a readily available definition highlights the high margin for error when analyzing road traffic „hotspots‟. For example a study by Gregory and Jarrett (1994) on the long term analysis of accident remedial measures defined hotspot or in their words a “high risk site” by the number of personal injury accidents occurring.
