AN EVALUTION OF THE PROBLEMS OF HUMAN RESOURCES SHORTAGE IN GOVERNMENT ESTABLISHMENT (A CASE OF IMO STATE BOARD OF INTERNAL REVENUE OWERRI)
ABSTRACT
The success of any organization depends on its human resources which determines the organizational level of productivity as well as the nature or quality of services rendered by the organization. This is why entrepreneur seek to employ high level manpower and develop the existing ones for effective and efficient productivity. Therefore, the existence of human resources shortage in government establishment with particular reference to imo state board of internal revenue owerri made the researcher to embark on this study. The researcher made use of primary and secondary sources of data collection. The primary sources include questionnaire and interview while the secondary sources include textbooks and journal. Also the researcher made use of simple percentage method in data analysis, based on data collected, the researcher found out that the shortage of human resources in the board was as result of withdrawal, and retirements without replacement, government policies and programmes, and the gamut of all other related vices which by implication causes delay in the production of annual rolling plan. However the researcher includes and recommends that the government should take necessary actions to ensure that every of its establishment are adequately staffed, good and improved renummeration should be given to its workers and there should be no more delay in payment of government employees.
CHAPTER ONE
1.1 BACKGROUND OF THE STUDY
A research in these areas of insufficiency of the human resources in various government establishment, focusing on the Imo State Board of internal revenue Owerri. The problems of human resources shortage in government establishments have become so obvious that it can neither be under estimated nor over emphasized. People may be wondering why we still have shortage in human resources supply while most able bodies youths and adults in the society are responsible for this status quo.
Never the less, a number of investigation have been carried out to prove the authenticity of the fact. That, “the abilities of the personnel officers to sought out and employ befitting manpower, know the right quality and quantity of manpower needed, inadequate motivation and staff improvement method, retirements resignation and withdrawers without replacement, government policies and programmes, class struggle and personality clash as well as delay in the payment of government workers” have been elucidated as being responsible for the shortage of workers in government establishments particularly in the Imo state board of internal revenue Owerri.
In addition, some interview with government worker and officials revealed that government stopped employing human resources as far back as 1984. This continued till 1986 when the structural adjustment programme (SAP) was introduced. This invariably put embargo on recruitment until recent times.
Finally, the question still remains how can we achieve societal objectives without enough human resources? Can twenty people perform the job of two thousand people? No way, this is due to the fact that human resources are very vital in organization as it controls productivity and coordination in an organization as well as determine the usefulness of other resources in the organization. So the work is set to find out the causes, effect and impact either positively or negatively to the organization and society at large and then make recommendation.
An evaluation of the problems in government establishment is the extents or amount or value of problems confronting human resources in government establishment in the sense that some government establishment find it so hard to employ the maximum number of man power needed in the establishment and also to know the quantity and quantity of manpower needed to run an organization.
Most of the statistics revealed that as from 1984, government stopped employing human resources in the government establishment until the introduction of SAP. Inadequate motivation of staff, clash of personality as well as delay in the payment of workers salaries were the problems which necessitated the research carried out in this establishment and this problem needs urgent solution before it goes out of hand.
If these problems are solved in a way that their will be much resources in that establishment then the board will progress in a very standard way.
1.2 STATEMENT OF THE PROBLEM
From the background above, it is evident that the problems that have been caused by shortages of human resources in government establishment with reference to IMO STATE BOARD OF INTERNAL REVENUE OWERRI are so enormous prominent among them are
The delay in attending to clients and enquires in the organization.
The cumbersome job performed by industrial training (IT) students in the organization.
The delay in the submission of their periodic report based on the questionnaire distributed and oral interview conducted, the workers voices out their minds on the state of the organization.
The issue which arises from this study is how to tackle these problems emanating from the shortage of human resources, in government establishment so as to reduce it to its barest minimum.
1.3 OBJECTIVES OF THE STUDY
Here, the researchers aim or intends to achieve what will benefit the Imo State Board of Internal Revenue Owerri in managing their affairs and also improving efficiency and productivity in their establishment, also the purpose of this research is to ascertain the impact of human resource shortage in government establishment so as to make possible recommendation that will be of great benefit to both the organization in question and the nation at large.
1.4 RESEARCH QUESTIONS
From the objectives of this study, the following questions are considered important and were used to find satiable answers to these problems.
Does the discovering of the causes of the shortages of human resources influences the solution to the problem?
What strategies have the government put in place in the past to check this problems in the Imo state board of internal revenue?
Who does the building up of government human resources in the Imo State Board of Internal Revenue Owerri?
What roles does the personnel department of the Imo State Board of internal revenue play to ensure availability, effective and efficient performances or utilization of human resources?
What is the salary grade level does this shortage exist?
In what areas does this shortage have more effect?
What is the frequency of people leaving in the Imo State Board of internal revenue?
Are their salaries paid as at when due?
1.5 STATEMENT OF HYPOTHESIS
(i) Ho: the discovery of the causes of the shortage of human resources influences the solution to the problem.
Hi: The discovery of the causes of the shortage of human resources does not influence the solution to the problem.
(ii) HI: Government workers are paid salaries as at when due.
HO: Government workers are not paid salaries as at when due.
1.6 SIGNIFICANCE OF THE STUDY
The evaluation of the problems of human resources shortage in government establishment is very important in both the Imo State Board of Internal Revenue and the public at large in the sense that the researcher provide information that would enrich our knowledge, provide decision and policy maker with the necessary tool in accessing the level of progress and development of certain programmes or projects in any organization or government establishment.
1.7 SCOPE OF THE STUDY
The area covered in this study is the Imo State Board of Internal Revenue Owerri. It is made up fire departments, namely: the personnel department, account department, statistics department, library department and the computer department. The study will be limited to the personnel and statistics department.
1.8 LIMITATION OF THE STUDY
In the course of carrying out this research study, the researcher encountered some inevitable constraint in an effort to make the study a reality. Some of these constraints includes:
Financial constraints: In as much as finance is vital to the meaningful completion of the study, the researcher found it difficult in raising the needed and required finance for the completion of the study.
Time constraints: the paucity of time had a serious impact in conducting the research. The time between the approval of the project topic and the submission was a serious problem as the researcher had to battle with the limited time available to contended the research concurrently with his lecturer schedule and examination.
