ABSTRACT
This research work was on the development of a dynamic path planning for security agency, a case study of state security service, Uyo. The study was necessary because of the problems in the existing system such as: Security agencies are most times not successful in apprehending criminals as a result of poor planning and execution, there is no effective system in stations to enable them plan on how to intercept terrorists. This situation is bad because it will give terrorists more privilege to commit crimes as they are more systematic in thinking. the specific objectives are: to implement a dynamic path planning system for security agency, to create an application that incorporates google maps for dynamic path planning and to design a system to help in storage, update and retrieval of criminal records.The significance of the study are:it will bring to light the relevance of the application of a dynamic path planning system by security agencies and iIt will provide the security agency with a system that can be used to find the paths to any location just by typing in the name of the location in a search box. The software development methodology used is spiral model, the programming language used is pHp Hypertext pre-processor and the database used is MySQL.

INTRODUCTION
- Introduction
This chapter provides the general introduction of a dynamic path planning for security agency. It presents the background of the study, statement of the problem, aim and objectives of the study, significance of the study, scope of the study, organization of the research and definition of terms.
A dynamic path planning system for security agency is an automated system that enables users to determine the different path to a given destination in order to determine best route to get to the destination. This system is particularly useful to security agencies because, it enables them to plan for security operations and apprehend criminals. There is a variety of applications that can benefit from the ability to automatically find optimal or good routes from real maps. There have been therefore several efforts to create and use real maps in computer applications. Route planning is needed by security agencies to help apprehend criminals and secure a given area. It gives them a map view of the entire region and has a comprehensive database of street, town, places etc. without a route plan it will be difficult to embark on a mission.
1.1 Background of the Study
Law enforcement bodies such as the state security service (SSS) has the responsibility to maintain vigilance for possible terrorist actions and to ensure that, where applicable, family members understand and employ anti terrorism tactics,techniques, and procedures. The term “terrorism” is defined as “the calculated use of violence or threat of violence to inculcate fear; intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological.” Combating security challenges involves actions including anti terrorism (AT) (defensive measures used to reduce the vulnerability to terrorist acts) and counter terrorism (CT) (offensive measures taken to prevent, deter, and respond to terrorism) taken to oppose terrorism throughout the entire threat. Antiterrorism is defensive measures used to reduce the vulnerability of individuals and property to terrorist acts, to include limited response and containment by local military forces. Dynamic path planning system for security agency is an antiterrorism involves defensive measureusedto reduce the vulnerability to terrorist acts, as opposed tocounterterrorism which consists of offensive measures takento prevent, deter, and respond to terrorism. Every commander, regardless of echelon of command or branch of Service, has an inherent responsibility forplanning, resourcing, training, exercising, and executingantiterrorism measures to provide for the security of the command.
A path planning or route planning system is a computerized application that enables users to get maps of any region so as to know how to plan and determine the most suitable path to arrive at a given destination. It is in line with the problems associated with terrorism that this research study is carried out to adopt path planning system to aid apprehension of criminals. This is necessary because without a digital map or application of path planning, security agencies may not be able to carry out their operations effectively.
