POLICY MONITORING AND IMPLEMENTATION FUNCTION IN THE CIVIL SERVICE (A CASE OF FEDERAL MINISTRY OF WOMEN AFFAIRS OWERRI)
ABSTRACT
In every political system,There is always a means by which public policy is transformed into concrete action directed towards those that exercise political power. Chapter one deals with the introduction and background of the study, the statement of the problem, the aims and objectives of the study, scope and limitation of the study, significant of the study, research questions and definition of terms. Chapter two x-rays the review of literature which tells a brief historical background of ministry of women affairs, and then the conclusion of the literature review. Chapter three considers the methods procedures and areas of referred study, the methods used in data collection. Chapter four presents data gathered from questionnaire used issued out and using the method of data analysis in chapter three to evaluate and arrive at the findings and result of the research and also interprets the result gotten from the data analyzed in table form. Chapter five: this draws the summary of the entire work recommendation and conclusion of the project.
CHAPTER ONE
1.1 BACKGROUND OF THE STUDY
In every political system there are means by which public policy is transformed into concrete action in order worlds, public is action directed towards those that exercise political power essentially modern political system is “patterned along Bureaucracy” as put forward by max Weber.

Later the job is analyzed evaluated and appraised in the course of achieving the ministry’s organizational objectives tasks goals aim and principles the monitoring officer savings into action to assess and determines performance and production. It is an axion, one of the important duties of civil services is to show loyalty to state and the government of the day by inter-ahia, projecting government secrets.
The observance of secrecy in the conduct of government business has been taken less serious in recent times because of the tendency to treat most things are secrets confidential. This has often resulted to an embarrassment not only to the government but also to the entire nation. Therefore, the release of the classified information should be carried out in an organized manner only sensitive and confidential information should be so classified.
All over the world there is a grouping tendency to keep governed informed about the activities of government. This ensures the people’s right to be informed about the activities proposals and plans of their government. This form of open government is without prejudice of the need to keep the sensitive information away from the public or to restrict its publication. Information should be made available to the people but without prejudice to national security.
Policy making is procedural it is a process which the management after gathering, collecting and analyzing/ synthesizing data or inputs on the civil operations and activities rule and regulation and policies are made for example after a strict administrative law is made in respect to that and monitored to the later for adjustment.
The implementation is carried out from the management, middle management and junior management
1.2 STATEMENT OF THE PROBLEM
Since Nigerians independence in 1960 there has been a growing dissatisfaction with the role of the Nigerian civil service overwhelming evidence has deteriorated manifesting itself in low moral, job insecurity lack of corruptions, obsolete office procedure and disregard for merit and security of the basis constant demand for a re-organization of the civil service (reforms).
Furthermore since independence, the relationship between the generalist and the specialist in the civil service has been a matter of constant debase and conversy according to “Udorji” public review commission 1974, the relationship between the two groups of civil servants is one of ceremony antagonism” with the result effect of absence of lean work (Expert de corps) necessary in modern management implementation and evaluation.
1.3 OBJECTIVES OF THE STUDY
Examine the role of the civil service in policy implementation and monitoring.
Assess the civil servants functions in increase of productivity
Look into the obsolete office procedures.
Determine effectiveness and efficiency in the policy making implementation and monitoring.
Proffer suggestions, solution and recommendation where necessary
1.4 RESEARCH QUESTIONS
The research has been boarded by many questions which spoils maltreated him in carrying out these research /work these questions have renamed a sine qua non for the successful implementation, monitory function policy making in the civil service.
What are the major problems encountered in carrying out policy making, implementation and monitoring functions in the civil service?
What are the role of staff especially senior staff in ensuring successful adherence to policy rules and regulation?
What are the challenges faced during decision making in the civil service?
What are the traits of civil servants that help them achieve organizational goals?
1.5 SIGNIFICANT OF HYPOTHESIS
In this work, the research has the interest in considering the following hypothesis for testing:
Ho: The civil service have not performed very well in policy making, implementation and monitoring
Hi: The civil service have performed very well in policy making implementation and monitoring
Ho: There is no efficiency and effectiveness in the policy making, implementation and monitoring carried out by the ministry of women affairs.
Hi: There is efficiency and effectiveness in the policy making, implementation and monitoring carried out by the ministry of women affairs
1.6 SIGNIFICANT OF THE STUDY
It is a fact no nation can rise above the quality of the civil servants. It is the civil servants who seen as the instruments for social change. It is hoped that the result of this study would help the entire civil service to be conscious of the importance of human resources development that will channel policy decision, implementation and monitoring it would help them know that no effort committed towards policy decision.
Implementation and monitoring functions should be regarded as too much.
The result of this study would help them to advocate for allocation of increase funds towards the training and retraining of quality human resources in the policy making, policy decision implementation and monitoring function in the state civil service.
Conversely the result of the study will be useful to civil and public servant’s independent professional. Students of public and government administration and other related personal in the state civil service in becoming aware that their productivity is measured by the effective and efficient performance in policy making and decision and also implementation. This would make them to show more commitment and dedication towards their career or profession having realized that they are the National builders and administrative machineries.
Finally the result of this investigation will further arouse researcher interest in other areas of government and public administration it will serve as a research tool for further research on available concept and related fields of policy making / decision implementation and monitoring function.
1.7 SCOPE OF THE STUDY
The researcher has delimited her work to the Imo State civil services a case study of ministry of women affairs Owerri. The population targets are the civil servants and quasi-body of the ministry of women affairs Owerri, Imo state.
1.8 LIMITATION OF THE STUDY
The researcher has centers its scope and limit only to Imo state civil services (ministry of women affairs Owerri).
As it is said that nothing on earth has no limitation so the researcher observed some limitations to the street adherence of the rules and regulations guiding the ministry of women affairs Owerri e.g
Delay in policy making and implementation and also feedback
Lack of capital to carry out all proposed planned and project etc.

POLICY: Policy is a plane of action statement of axioms and ideals
IMPLEMENTATION: Means carrying out an undertaken agreement promise into effects.
SERVICE: Lacking in the spirit of independence.
ADMINISTRATION: Management of affairs especially in pubic sector (public affairs).
BUREAUCRACY: Governments by paid officials not elected by the people, official who keep their positions whatever political party is in power.
AXIOM: Statement accepted as true without proof or arguments.
PREJUDICE: An unreasonable dislike of a person, group, custom etc especially because of race, religion.
RECRUITMENT: Is the process of selecting employees for a job opportunity.
